Nelsen returns to TEI’s annual conference, this year to provide insight into policy developments that affect the transportation sector. Beyond political transition in the United States, leaders in many countries are facing uncertainty regarding their political future and the long-term viability of their environmental policies. Underlying much of this situation are changing fundamentals with regards to market performance, consumer behavior, energy supply and demand and a variety of other factors that provide a much better indication of the future of the market than narrowly focusing on the results of an election. Nelsen will lead TEI’25 through an examination of these changing fundamentals and explore what it might mean for transportation-related policy and your business.

Industry Reaction: Under the Microscope

The 2024 U.S. election ushered in a significant shift in domestic policy priorities and there are indications that other countries may be considering similar shifts in the near future. However, the vehicles and energy industries do not operate on a political cycle schedule and most often serve multiple markets with their products. Consequently, the pace of change among industry stakeholders may not follow the pace of change in political discourse. This panel will examine how the vehicle and energy sectors might react to the change in policy priorities and what that might mean for the market over the next several years.

Paul Machiele — Fuel Policy Advisors
Paul is an independent consultant providing strategic and technical policy advice on fuel policies and transportation emissions for world, federal, state, and local leaders. After 39 years, he recently retired from EPA’s Office of Transportation and Air Quality where he directed and executed technically, legally, and politically complex projects of national impact, including over 20 Federal regulations for nearly all mobile sources including vehicles, engines, equipment, gasoline and diesel fuel quality, and most recently renewable fuels. He is a trusted engineer and policy maker having worked with people across EPA, other agencies, industry, environmental and consumer organizations, states and other governments. He has been a frequent advisor to political appointees on fuel policies impacting the environment and the economy.
Alan Baum — Baum & Associates
Alan Baum formed Baum and Associates in August 2009.

Baum has produced a North American automotive production forecast for auto industry participants since 1990. Information is provided by manufacturer, vehicle type, nameplate, body style, trim level, engine, and transmission and now battery electric, regular hybrid, plug in hybrid and fuel cell.

Baum provides long-range analysis of the automotive (light-duty) and medium- and heavy-duty truck markets and has worked with clients on a variety of analytical issues. He has worked extensively in the area of crossover vehicles, powertrain, fuel economy, the impact of fuel prices, and the role of hybrid, electric, and advanced diesel vehicles in the automotive market.

Since forming Baum and Associates, Baum’s forecasting experience has been used by a number of financial industry clients to assist them in evaluating potential opportunities including providing due diligence for debt and equity investments (both buy- and sell-side). He also provides analysis to non-governmental organizations active in federal and state regulatory activity.

As noted above, Baum has a variety of experience studying the impact of alternative fuel vehicles including regular hybrids, electric vehicles including plug-in hybrids, clean diesels, and advanced technologies in internal combustion engines that provide improved fuel economy. He produces a monthly sales report and analysis of US sales of these vehicles as well as a sales forecast of electric, fuel cell, and hybrid sales by automaker and vehicle.

Baum has worked in the area of customer-supplier relationships and in identifying major trends affecting automotive vehicle and component manufacturers. Much of his work has centered on the domestic and global market, including segmentation and sub-segmentation analysis. He has also worked with suppliers evaluating new products and segments that offer the most promise as they seek to grow and target their business.

Prior to forming Baum and Associates, Baum was with The Planning Edge, an automotive analysis firm in Birmingham, MI. Baum was previously with IRN, Inc., a Grand Rapids, Michigan-based consulting firm focused on automotive suppliers, where he led IRN’s efforts in North American forecasting. Prior to joining IRN, Baum managed the Market and Business Services Team at the
Industrial Technology Institute (ITI), a nonprofit research and consulting organization that specialized in improving the competitiveness of durable goods manufacturers by helping them with technical and business issues. In his over five years at ITI, Baum was involved in the creation and application of a tool to determine the best market diversification opportunities for durable goods manufacturers, and he completed numerous market analysis projects.

Baum received a B.A. in Mathematics and Computer Science and an M.A. in Public Policy, both from the University of Michigan. He is frequently quoted in the popular and trade press. Citations include the Wall Street Journal, Automotive News, Ward’s Automotive Reports, and daily newspapers. He has appeared on ABC’s Good Morning America, Marketplace (which is broadcast on a network of public radio stations), WJR-AM (Detroit), and is frequently quoted in a variety of other media including Bloomberg and E&E News.

Chris Hairel — Argus Media
Chris has over 20 years of consulting experience with clients along crude, refined products, specialty chemicals, and power generation value chains. His project experience includes supporting more than $25bn in asset transactions, analyzing clients’ asset portfolios, conducting market entry strategy development, and optimizing downstream operating models. Over the course of his career, Chris’ clients have included IOCs, Tier 1 refiners, marketers, and infrastructure operators in North America, sovereign wealth funds, global private equity and infrastructure funds, and commodity trading houses.

Historically, U.S. Federal policies have shaped many aspects of the fuels and transportation industries. As the current federal administration creates a new void by removing many of these policies, others are doubling-down at state, regional, and local levels to maintain their course of actions on transportation emission reductions. In some instances the impacts can be felt globally. This session will canvas the potential global reach of state policies, the outlook on developing new state policies, and the potential impacts on community support to reach these goals.

David Ligh — Principal, Capstone Public Policy Solutions, LLC
David founded Capstone Public Policy Solutions LLC after completing over three decades of external affairs experience representing global energy companies before government officials and stakeholders on a full range of priority issues, including energy, climate and environment, petrochemicals and corporate tax. He established a strong reputation for leveraging his technical background and training with his extensive experience working with policymakers and a wide range of stakeholders to improve policy proposals and develop new approaches to achieve business objectives.David advised senior company executives on setting advocacy priorities and positions within state, national, and global trade associations. He managed ExxonMobil’s state government affairs operations in California and western U.S. states for two decades, building a robust network of energy and environmental public policy contacts. He served on several state-level business association boards and policy committees to establish policy priorities and positions and engaged directly with policymakers and stakeholders to achieve consensus. He worked on steering committees for several voter initiative campaigns related to energy production and tax. In his headquarters role as global issues advisor for transportation fuels, he developed and executed a national advocacy campaign strategy for a novel policy designed to reduce life-cycle transportation emissions, including on-road, aviation, and shipping.David began his professional career as an environmental engineering consultant working on air pollution control and permitting, air toxics reporting, and water quality assessments and monitoring for clients in oil and gas, aerospace, mining, food production, utilities, and government.

David holds a B.S. in Environmental Biology and a B.A. in Applied Ecology from the University of California, Irvine, and a M.S. in Environmental Engineering from the University of Southern California.

Bailey Arnold — American Lung Association
Bailey Arnold is an environmental science, health, and sustainability professional, currently serving as a Director of Healthy Air Solutions with the American Lung Association in Illinois. He holds a Bachelor of Science in Geography and Environmental Studies from Illinois State University and an Associate of Arts with Honors in Architectural Construction Technology from Lincoln Land Community College, where he studied architectural design and green building practices. Since joining the American Lung Association in 2015, Bailey has worked in a grant and project management role, focusing on the adoption of low-carbon transportation fuels and technologies, biobased alternatives, and green building practices.
Lori Pampell Clark — North Central Texas Council of Governments
Lori Pampell Clark’s work advances the clean fuel and clean energy transition in the transportation sector, with emphasis on strategies that improve local air quality. Efforts range from zero emission vehicles to renewable fuels to energy efficiency and renewable energy. Aside from her roles with NCTCOG and the Clean Cities & Communities program, she serves on the EPA Mobile Source Technical Review Subcommittee and the Board of Advisors for the Transportation Energy Institute. Lori received a degree in Environmental Studies and Political Science from Baylor University. She volunteers frequently in the Grapevine, TX community including Keep Grapevine Beautiful, the Grapevine Craft Brew Guild, and local festivals. She and husband Jeff also enjoy international travel and lots of outdoor time.

Selling Energy Around the World
Speaker: Brian Hannasch, Chairman of the Board, NACS; Special Advisor and former President & CEO, Alimentation Couche-Tarde 

Convenience and fuel retailers represent the final link in the supply chain between energy providers and the ultimate consumer. For the last 10 years of his 25-year career with Circle K, Hannasch sat at the helm as the company ran more than 16,000 stores in 31 counties, navigating different regulatory regimes, political priorities and consumer preferences. There are few who possess the experience of such diverse regional operations as Brian Hannasch. He will join TEI’25 to discuss the state of global transportation energy markets from the perspective of the retailers who most closely serve consumers.

Brian Hannasch — President and Chief Executive Officer
Brian Hannasch is President and Chief Executive Officer of Alimentation Couche-Tard since 2014 and served as its Chief Operating Officer from 2010 to 2014. Mr. Hannasch will be retiring from the Corporation and the Board on September 6, 2024, and Mr. Alex Miller will be appointed President and Chief Executive Officer to succeed him.

Under his leadership, the Corporation has grown to be the largest company in Canada in terms of revenue and the most valuable convenience store group in the world. He joined the Corporation in 2001 and during his 23 years with Alimentation Couche-Tard, he served a Vice President Operations, U.S. Midwest (2001 to 2003), Vice-President, Circle K Integration (2003 to 2004), Senior Vice President, Western North America (2004 to 2008), he has also served as Senior Vice-President, U.S. Operations (2008 to 2010), where he was responsible for all aspects of U.S. operations.

Mr. Hannasch was Vice President of Operations (2000 to 2001) for Bigfoot Food Stores LLC, a 225-unit convenience store chain in the U.S. Midwest acquired by Alimentation Couche-Tard in 2001. Prior to that, he was at BP Amoco (1989 to 2000), and held various positions of increasing responsibility including Vice-President for the U.S. Midwest Business Unit.

In 2022, Mr. Hannasch was inducted into the Convenience Store News Hall of Fame. Mr. Hannasch was named 2021 Retail Leader of the Year by Insight Media and 2019 Retailer Executive of the Year by Convenience Store News’ blue-chip panel of c-store industry leaders. He was also named CEO of the year by The Globe and Mail in 2016. He has been a member of the board of directors of the Association for Convenience & Fuel Retailing (NACS) since 2016 and a member of the board of directors of AutoZone, Inc. since February 2022.

Mr. Hannasch has a Master of Business Administration in marketing and finance from the University of Chicago and a Bachelor of Arts in finance from Iowa State University.

Global Value of Carbon

The world has placed a value on the removal and avoidance of carbon emissions. Varying laws and policies dictate that value by setting standards and thresholds which must be met by industry and often create “winners” and “losers” (long and short credits respectively). This session will look at global carbon compliance schemas and the carbon values created and what might occur should these policies no longer exist. Secondary to compliance credits are voluntary carbon credits which many times go unnoticed but may improve returns on investments. This session will also look at the maturity level of the voluntary carbon market (VCM) and how the transportation industry might unlock new value. How might deregulation of compliance programs impact the value of VCM programs?

Drawing upon her more than 20 years in the clean fuels industry, Stacy Noblet will shine a light on key trends across a range of electric vehicle use cases, from passenger cars to transit buses, and touch on how emerging technologies like V2X and battery storage are shaping the future. She’ll explore challenges such as charging infrastructure accessibility, grid reliability, and supply chain impacts. Stacy will also dig into opportunities for load management and sources for financial and technical support. 

Stacy Noblet — Vice President, ICF
Stacy has more than 20 years of experience helping utilities and government agencies plan, design, and implement clean transportation strategies and programs. She currently leads ICF’s transportation electrification engagements with utilities, including make-ready and managed charging incentives. She is also involved in fleet assessment programs, EV readiness planning and strategy, and stakeholder engagement. Stacy’s experience spans the range of fuels and technologies that make up the clean transportation industry, having supported the Alternative Fuels Data Center for well over a decade. She is a senior fellow with the ICF Climate Center and a Forbes contributor. Stacy holds a master’s degree in Environmental Sciences and Policy from Johns Hopkins University and bachelor’s degrees from Western Michigan University.

Transportation is a significant consumer of energy and for decades the oil market has wielded tremendous influence over the global economy. Today, with the rise of artificial intelligence and the rapid expansion of data centers, the focus is beginning to shift to overall energy demand, supply and distribution. Are we falling victim again to media hype or are we witnessing a fundamental shift in the global energy market? Expansion of energy supply is slow and difficult – How will limited resources serve transportation demands with competing fast growing energy demand from AI data centers, growing industrial base, etc.?

Debnil Chowdhury — S&P Global Commodities
Debnil Chowdhury leads the Americas and European fuels and refining research team at S&P Global Commodity Insights. Before joining S&P, he served as a Senior Market Analyst at Valero, focusing on strategic planning and market analysis for downstream, renewable, and retail assets globally. With a background in Technology Development and process engineering at KBR, he worked on implementing their technology solutions worldwide.

At S&P, Chowdhury has been involved in various refined product market studies across different regions and has collaborated with private equity, upstream, and downstream clients on project feasibility studies. He played a key role in developing S&P’s proprietary long-term ethane analytics price forecast model as well as PADD level refined product models. Chowdhury holds a BS in Chemical Engineering and Certificate in International Affairs from the Georgia Institute of Technology, a MS in Predictive Analytics and Data Science from Northwestern University, and an MBA from Rice University.

State of Liquid Fuels
Speakers:

In the past 12 years, Americans have purchased 193 million light duty vehicles, 97.6% of which were equipped with a liquid fuel-powered internal combustion engine. Worldwide there are approximately 1.5 billion vehicles and all but a small share of these also are equipped with internal combustion engines. Clearly, the market for liquid fuels is far from over, but it is facing challenges. Vehicle fuel efficiency improvements and the continued growth of electrified vehicles (both hybrids and pure battery electric) will reduce fuel consumption over time. Meanwhile, the pursuit of a lower emissions transportation sector requires a change in fuel composition. What is the current state of the liquid fuel market and where might it be going in the next 10 – 15 years?

Jon Scharingson — Executive Director, Strategic Initiatives
Renewable Energy Group, Inc.
Jon Scharingson is the Executive Director of Strategic Initiatives for Renewable Energy Group (REG), REG is the nation’s leading producer and marketer of biodiesel selling 649 million gallons of biodiesel, renewable diesel and blends in 2020.

As Executive Director, Strategic Initiatives Scharingson oversees the company’s sales business development activities and is responsible for collaborations and strategic alliances in new market segments.

Prior to joining REG, Mr. Scharingson spent 17 years in the seeds, crop protection and the agriculture biotechnology industries, having worked for Imperial Chemical Industries, AstraZeneca and Syngenta. He held several senior management roles in business strategy, business development and marketing.

Mr. Scharingson has a BBA in Management and an MBA in Marketing from Iowa State University.

Leslie Bellas — American Fuel and Petrochemical Manufacturers
Leslie Bellas, the Vice President of Regulatory Affairs for the American Fuel & Petrochemical Manufacturers (AFPM), representing the U.S. refiners that produce both petroleum-based and renewable fuels. With more than thirty years of experience in legal and policy, Leslie oversees the development of AFPM’s regulatory policies for fuels, vehicles, environment, and security. Her portfolio enables her to understand the intersection of fuel, vehicle, and environmental policy, as well as their impact on energy, national security, consumers, and the environment. Prior to her role at AFPM, Leslie managed federal regulatory affairs for a renewable fuel producer and served as General Counsel and Director of Environmental Affairs for a transportation trade association. She has also represented corporate clients, industry, and the U.S. government, showcasing the breadth and depth of policy experience.

Chris Bliley — Senior Vice President of Regulatory Affairs, Growth Energy
Chris Bliley serves as Growth Energy’s Senior Vice President of Regulatory Affairs. Chris handles all federal regulatory matters covering fuel, vehicle emission and air quality standards, food safety, as well as transportation and logistics. His responsibilities also include state fuel quality and labeling matters. Prior to joining Growth Energy in 2011, Chris was a Director at the Nussle Group, a Washington, D.C. based consulting firm. He served as the Associate Administrator of the U.S. Environmental Protection Agency running the agency’s Office of Congressional and Intergovernmental Relations from 2007 until 2009 under President George W. Bush. Bliley was also Chief of Staff and Legislative Director for Congressman Jim Nussle. Prior to joining Nussle’s staff, Chris was Director of Government Relations for the Smokeless Tobacco Council, a Washington-based trade association. Chris is a graduate of the University of Virginia and lives in Arlington, Virginia with his wife Allison and their two daughters.

State of the Automobile Industry
Speaker: Stephanie Valdez Streaty, Cox Automotive

Electric vehicles have continued to gain share of new vehicles sold and are projected to continue on this trajectory despite expected changes in federal policy. At the same time, many wonder how these vehicles will fare in the used car market and what will become of the batteries when they are no longer considered suitable for vehicle use. Stephanie Valdez Streaty will share the trends she is seeing in the new and used vehicle markets and provide learnings from Cox Automotive’s work in evaluating the health of used EV battery systems. She will also discuss how the market is beginning to address the growing issue of used batteries.

As the Director of Industry Insights for Cox Automotive, Stephanie is responsible for research and analysis specializing in the transition to electric vehicles. Her focus is providing insights to clients and the industry on key trends impacting electrification.

Previously, Stephanie was the Senior Director of Corporate Responsibility for Cox Automotive, where she was responsible for building and executing the sustainability strategy across the company.

Stephanie is a board member of the TAG Smart Communities & Sustainability board, as well as a graduate of the Institute for Georgia Environmental Leadership program. Stephanie graduated from Stanford University with a bachelor’s degree in sociology and organizational development.

State of the Commercial Vehicle Industry

The medium and heavy-duty vehicle market is a unique transportation sector that represents 24% of transportation-related GHG emissions and deserves specific attention due to its diversity of vehicle types, use cases and duty cycles, among other distinguishing characteristics.  How might this sector reduce its environmental footprint in a way that supports the operating economics of fleet operators and their customers? This session will explore the perspective of commercial fleet operators and review the lower emission options that are available to them.

Chris is the leader of a diverse powertrain engineering team covering all aspects engine, aftertreatment and hybrid system R&D. He has extensive experience in modeling, design and development of solutions for meeting future fuel economy, emissions and cost requirements for the light-duty, heavy-duty and off-road industries.

John Keller — JF Petroleum, Senior Vice President – Southwest
John has been in the petroleum equipment industry since 1980 with over thirty years of UST experience and ten as a UST Construction Supervisor. He has spent the last twenty years working as Vice President for Petroleum Solutions, Inc. (PSI) overseeing service and construction operations across Texas. In 2019 PSI was acquired by Jones & Frank and have since rebranded to one company name – JF Petroleum Group. John is now a Senior Vice President for JF Petroleum Group with responsibility over sales and growth for the Southwest region. John maintains his TCEQ Underground Storage Tank (UST) A & B Licenses and has also sat on the PEI board as Vice President.

Speaker:  Chris Atkinson, The Ohio State University

Atkinson returns to the TEI conference after spending the past three years working at the U.S. Department of Transportation’s Advanced Research Projects Agency for Infrastructure (ARPA-I), and six years before that at the U.S. Department of Energy’s Advanced Research Projects Agency for Energy (ARPA-E).  As a recent alumnus of these institutions, he has a unique insight and perspective on where things have been, why they transpired as they did and where they might now be heading. Back as a professor and the full time Director of The Ohio State University’s Advanced Mobility Initiative, Atkinson will share his thoughts on what might come next, what the current shift in priorities could mean for the transportation and energy sectors, and what attendees should be thinking about as they navigate the road ahead.

Chris Atkinson — The Ohio State University
Dr. Chris Atkinson is Director of Advanced Mobility and Professor of Mechanical and Aerospace Engineering at Ohio State University focusing on next-generation transportation technologies. Chris has worked at the intersection of energy efficiency, fuels, powertrain technology, emissions reduction, mobility, and transportation for over 30 years as an academic, Federal program director and independent consultant. He is an expert in powertrain and emissions control, calibration and optimization and is a Fellow of the American Society of Mechanical Engineers (ASME), and a Fellow of the Society of Automotive Engineers (SAE). From 2014 to 2020 he served at the Advanced Research Projects Agency-Energy (ARPA-E) in the US Department of Energy, where he initiated and managed external R&D programs totaling over $120 million. From 2022 to 2024 Chris was on detail at the US Department of Transportation as Deputy Director of Technology helping to set up the Advanced Research Projects Agency – Infrastructure (ARPA-I).
