This report presents an understanding of the options for and feasibility of transitioning the market to a national high-octane fuel (HOF) to enable more fuel-efficient vehicle technologies. The report assesses the scalability and cost of viable fuel formulations, regulatory implementation strategies and potential consumer acceptance of a new fuel. It is meant to provide an analytical framework and a set of baseline results to facilitate further analysis of the possible transition of the U.S. gasoline pool to a national HOF.
